History

Founded 1981. Unified 2013. Growing Ever Since.

Tower Grove CDC traces its roots to January 28, 1981, when St. Margaret of Scotland Housing Corporation was incorporated in Missouri by Rev. Richard Quirk, Tom Callahan, and Kenneth W. Nuernberger. The organization served the Shaw neighborhood for more than 30 years.

In late 2013, three South St. Louis community development organizations — each with 30+ years of neighborhood history — consolidated to form Tower Grove Neighborhoods Community Development Corporation (TGNCDC):

  • Shaw Neighborhood Housing Corporation — formerly St. Margaret of Scotland Housing Corporation — serving Shaw

  • Grand Oak Hill Community Corporation — serving Tower Grove South; creator of our tenant screening program

  • Southwest Garden Housing Corporation — serving Southwest Garden; creator of our Landlord Training Program

Sean Spencer was named Executive Director with an annual budget of about $85,000 and real estate assets of about $300,000. The name was later shortened to Tower Grove CDC. Today our budget is around $1.2 million with approximately $10 million in real estate assets, a 30× growth in assets from founding. With a focus on development work in our core historic service area and surrounding areas, some of our programs now serve the entire St. Louis metropolitan region.
