Crossroads Senior Living at Bevo Mill
Crossroads Senior Living represents one of TGCDC’s most transformative development efforts—a $21 million, 64-unit new-construction community rising on a prominent corner across from the historic Bevo Mill. Developed in partnership with EverTrue (formerly Lutheran Senior Services), the project was completed in the first quarter of 2026.
Over the past year, TGCDC navigated several significant challenges to keep this project moving forward. A major shift included transitioning the equity investor from St. Louis Equity Fund to National Equity Fund (NEF), ensuring the project maintained the financial strength needed to reach closing and remain viable amid rising construction costs and shifting market conditions.
Like many affordable housing developments today, Crossroads faced escalating material expenses, tight labor markets, and rigorous compliance requirements—yet the partnership and perseverance behind the project ensured continual progress, with more than half of the building shell now complete.
Crossroads is a clear example of a “but for TGCDC” development—but for the leadership, persistence, and problem-solving of Tower Grove CDC, this project simply would not have happened. TGCDC’s ability to assemble partners, secure capital, manage complexities, and remain steadfast through obstacles is delivering 64 deeply needed, high-quality senior housing units to the community.
